Hello to the Riceville Community. We want to THANK YOU for visiting our website, as we want to ensure you that our community knows about its fire department through accurate and timely information. We are a combination organization with Volunteer positions as well paid staff members. Our volunteer positions are open for to variety needs not just Firefighters and EMT's. Do you enjoy public education and assisting with car seat installations? We will send you for Certification so you can serve the Riceville Community. Throughout the year we host many events including Blood Drives and our Fall Social. We have come a long way since the beginning, but our hearts and needs are still with our community.
As a little information about me, I have more than 36 years of service with various fire departments both as Full-time (26 years of service with my Full Time organization) and Part-time Member from my early years as a Volunteer Firefighter / EMT in Virginia to my career serving Buncombe County since the early 1990's. My Buncombe County service and professional growth includes the beginning as a Volunteer Firefighter / EMT to my first full-time paid position. From there moving through the ranks of Lieutenant, Shift Captain, Assistant Chief / Training Officer, and now as your Fire Chief. My education includes two A.A.S. Degrees in Fire Protection Technology and Emergency Management. My informal education for professional development has been ongoing through the United States National Fire Academy since 1997. My North Carolina credentials through the Office of the NC State Fire Marshal and North Carolina Office of EMS include Instructor II and Fire Inspector Level III. Teaching classes through various Community Colleges has given me the opportunity to listen to today's members of Emergency Services and what their expectations are for the future needs to serve the public. Other notable credentials include NC Fire Investigation Technician, National Fire Academy Instructor, NCOSFM Hazardous Materials Instructor, Driver Operator Pumps and Aerials, AEMT, and completing the NCOEMS Paramedic program in 2023 with my NCOEMS test completed in 2024, as well as AHA CPR Instructor. My friends and Mentors are many and I owe every step on this journey to the wisdom and knowledge shared with me to help me reach my potential. Now it is my turn to pay it forward.
Our fire department was incorporated in 1964 as a department that only provided fire protection services. We have evolved from an organization solely focused on firefighting, to one that leads the way in first response to emergency incidents with now providing Advanced Life Support medically trained personnel. We also train in the discipline of rescue, so when someone in our community needs emergency help, we can respond, and provide that help. Our Public Education programs provide decision making to help get through potential disasters.

Riceville Volunteer Fire Department currently holds a Class 3 / 9E rating. (9/1/2022)
The North Carolina Response Rating System (NCRRS) is a division of the Department of Insurance (DOI). NCRRS inspects fire departments and grades them based on their resources and ability to fight structural fires. Administered and maintained by the Office of the State Fire Marshal, the NCRRS routinely inspects more than 1,300 North Carolina fire departments. It rates them based on their resources and ability to respond and extinguish structural fires against a uniform set of criteria that incorporate nationally recognized fire protection standards.
The NCRRS grading plan is required by law to be at least as stringent as the current one utilized by the Insurance Services Office (ISO), and the intent of the NCRRS is to make it as compatible as possible while keeping it usable and current. The NCRRS ratings range from a class 1 rated fire department (highest best possible rating) to a Class 10 rated fire department (not recognized as a certified fire department by the state- unprotected). Generally, the lower-class number a fire department receives the better prepared the fire department may be to respond to fires in its district. The better prepared a fire department is, the more likely it will have lower fire losses. The rating they receive may also affect the insurance rates in a fire district with higher ratings, thus providing cost savings.

Rural fire protection includes water supply from non-pressurized systems. Simply put, do you have a body of water such as a lake, pond, stream, or a swimming pool that we can use during emergency event for fire suppression efforts? Call or email your questions.
